The Care Association offers an insurance program for individual Respite, In-Home Support and Community Access providers for individuals with developmental disabilities in Colorado as well as many other states.  Our insurance program provides you, as a provider, with General Liability, Professional Liability and HIPAA Privacy Liability coverage.  **If you work for or contract with a Home Health Care Agency or Assisted Living facility for the elderly you are not eligible for this program.**

What is a Respite, In-Home Support, Community Access Provider


It is important to distinguish what a Respite, In-Home Support, and Community Access provider is.  Respite, In-Home Support, and Community Access providers are individuals who provide temporary relief or temporary care to developmentally disabled individuals in the home or in the community.  The insurance is not for individuals providing services to the elderly whether working for or contracted with a Home Health Care Agency or Assisted Living facility.

Providers who provide care to individuals living in their home are considered Host Home Providers and should apply under the Host Home application.

Respite providers are individuals who provide relief or temporary care and support for families or other providers for the developmentally disabled.  These services may involve overnight respite.

What is In-Home Support


In-Home support providers are individual(s) who provide temporary support services or care in the home or residential setting of the developmentally disabled individual.  These supports are non-medical and do not involve care for the elderly or home health care by a licensed Home Health Agency.

What is Community Access


Community Access providers are individual(s) who provide a combination of training and support to promote independence, self-sufficiency and community inclusion to individuals with developmental disabilities.

State of Colorado Requirements


The Care Association Program was designed to meet the general liability insurance coverage requirements as required by the State of Colorado. If you are operating in a state other than Colorado, it is your responsibility to ensure the requirements of your state are met by this program. The agency you are contracted with should be able to provide you with guidance. 

The Colorado Department of Healthcare Policy and Finance (CCR 2505-10 8.603.8) Insurance and Liability Coverage

  • Community Centered Boards and Program Approved Service Agencies shall maintain, in force at all times, a comprehensive general liability insurance policy, issued by a company authorized to do business in Colorado in an amount acceptable to the Department as specified by contract for total injuries or damages arising from any one incident, for bodily injuries or damages.
  • Program Approved Service Agencies shall maintain or require to be maintained in force at all times, comprehensive general liability insurance coverage for services that are provided directly by the agency or through contract.

Respite, In-Home Support and Community Access Eligibility Requirements


  • All providers will be required to identify the agency(s) they contract with.
  • There must be a valid Independent contract in place at all times between the agency and the provider.
  • It is required that all providers go through a background check and that all individuals living in the home age 18 or older have a background check as well.
  • Any provider who has a criminal record involving abuse or neglect or disciplinary actions filed including, but not limited to, the removal of client(s) from services will not be eligible for this program.
  • A completed application is required with full payment before any certificates can or will be issued.
  • Providers that cancel throughout the year will NOT be given a refund.
  • Respite providers providing care in their home must have homeowners or renters insurance.
  • This program is not for individual providers working with a licensed Home Health Care Agency.
